Factory Reset Protection OOPS Message

I seem to have successfully followed all the steps outlined in rooting my Note 7 (took a few attempts, but it seems like its correct this time). At the welcome screen I stopped, and installed Shield on my other samsung phone (a Note 8), enabled NFC , bumped the Note 7, and immediately get this popup on the N7:
"OOPS, This device is locked by factory reset protection. Contact your IT department."
Any advice on working around this?
The first attempt at rooting, I followed the instructions in order - it said to install two apps (boot checker, and Super SU) and then install Shield - which required signing in to google and using the Play App. But when you look at the instructions for Shield, it clearly says to install via NFC at the welcome screen before anything else. So I did the whole root process over again... and now I'm stuck at the welcome screen. Well not stuck - but can't I just install Shield the same way I did on my Note 8 (via USB and APK launcher)? Or does Verizon seem to get at the phone and brick it before I can get that far?
