The shield is still effective even if the samsung update is already downloaded but not yet installed?
If you think of shield v2 then yes, as this will cause the update installation to fail.
But shield v2 is just in beta test and not released to the public.
In the meantime you can use solid explorer method:

I believe you should be. The package disabler likely doesn't work to disable any more packages because the N7 is removed from Knox. At least I'm pretty sure that's why mine stopped. However any packages you had disabled when they did that should still be disabled. A quick way to test it is to go into settings and hit the "check for updates" and if nothing happens or it crashes the settings app then you should be good. If anything pops up do the solid explorer/adb method
