How would I know when the new version of Alliance Shield will be ready for public. I am currently 100% on N7. I did the Solid Explorer method but want to take the next step of security so the update is blocked.

I would keep my eyes peeled on that BRIGHT RED announcement banner up on top for the announcement.
And then the 20 new posts for people having problems installing the new shield. Just my guess.

The shield is still effective even if the samsung update is already downloaded but not yet installed?

If you already had the Shield installed, you're still protected. If you did NOT already have the Shield installed, you will have to wait for the next version to be released.
