I have a Euro version Note 7 that I have successfully updated to remove the battery kill updates however I have now found that it has been IMEI blocked by the network. I have another IMEI from a previously recalled Note 7 that is clear is there any way to update it? can the EFS backup be edited?

The EFS backup is unique to each device. Without the original EFS from that phone you are unfortunately SOL.
