Samsung Pay Framework is still missing; it can be downloaded over at APKmirror. I'm on Framework version 2.7.51, and was able to download (from the original post) and install Samsung Pay 2.7.03 without issue.

Thank you, thank you, thank you! Amazing! Previous framework would not install, so I installed everything over original. Interestingly, it did not repopulate but acted like a new app and I re-entered all cards with no problems. Look forward to using it at store today. Thank you very much!

No, you don't need root. In fact Samsung Pay does not work with Root
