Stuck in Boot Loop and all usual fixes (holding down buttons or trying to restart in safe mode), do not work.

I have BK package disabler, and to my knowledge have not disabled anything critical to system operations. Hubby rebooted my phone earlier, and it is stuck on the Samsung logo on white screen and vibrates every other second while draining battery/warming up. Will charge if I connect charger (but go no further - no booting etc), will restart boot cycle if power button and down volumn key held, but won't progress past boot loop (going on 3 hours of trying now). Plus home key only opens up Odin and a then stuck on a blue 'downloading' screen. No sim in phone (on IMEI block). Have never flashed or rooted, and have never opened up to option for 'USB debugging mode'. USB connects to PC, phone does not allow full connection via driver.

Update - have left the phone of the boot loop in a cold place until the battery has run out. Reconnected to charger and tried to start up, but no luck as it went straight back into a boot loop.

Your EFS partition is shotttt. just like mine, we need to aquire a BACKUP.img and flash a few files, one is a firehose.mbn another is a XML programming files and finally the raw data from your particular backup.

I'm in Australia with Optus, but not using it as a mobile device as it (and the rest of the Aussie N7s) IMEI blocked. How do I flash if it won't get out of the boot loop?

Can you go to recovery mode while phone off, doing this:

Holding Volume Up, Home and Power keys at the same time.
Release all three buttons when screen flickers and the main screen of Recovery mode appears

If so you can do a full wipe (data/factory reset), then wipe cache
after this enter download mode and flash stock rom:

No - already tried. Goes into a Odin blue screen and freezes with a 'Downloading' message. Does not get as far as the options for recovery mode.

ODIN crash can be related to some pc problems like operating system (try to execute with right click and 'run as administrator' if you have windows 8 or 10), usb port (try another one), usb cable (same, try another one) or some other issues (security software, antivirus blocking ODIN to correctly communicate with phone). If you still can reach recovery mode, your phone is not bricked, but just (unfortunally) in some useless state.

And ff you can get access to another pc, you can try again, just to be sure that the problem is not with your pc.

This is the phone unattached to the PC. When I connect to the computer, the device driver fails to open any sort of administrator connection with the phone while it is in the boot loop or the frozen blue screen.
