I contacted Samsung in South Korea, and they are still offering complete cash refunds for note 7 here indefinitely.

Try and check your locales (need to contact samsung directly, not carriers)

Sat on the phpne on hold with samsung USA. waste of time IMO

Apparently, samsung are allowing people to return devices all over the world. A friend of mine did 2 in the UK over the last 2 months.
